JOB SUMMARY

Job Profile Summary

Manage the One Call and Aerial Patrol compliance programs, provide advanced training for pilots, provide support to Operations to maintain compliance with multiple Damage Prevention programs, evaluate productivity and compliance-focused reporting methods, and attend state and federal inspections related to One Call and Aerial Patrol regulations.

Essential Functions and Responsibilities

  • Screen One Call locate requests to determine if they are to be dispatched to Operations or clear of relevant assets, as needed

  • Utilize the Geographic Information System (GIS) mapping layers within the Ticket Management System and/or ESRI GIS Portal (centerline, operational areas, DOT Class, etc.)

  • Develop working relationship with State One Call centers to maintain membership information and coordinate learning opportunities for Operations and/or DOT Compliance

  • Dispatch emergency One Call tickets and contact affected Operations personnel in a timely manner during business hours, as needed

  • Provide backend support of Ticket Management System configuration for auto-processing and other complex relationships built into the program to ensure continued functionality for users

  • Utilize State One Call sites, GIS and the Ticket Management System to research One Call tickets, excavation activity, scope of work, non-compliant activity and asset locations for Operations personnel, inquiring landowners, etc. on an as-needed basis

  • Create and consistently evaluate productivity and compliance-focused reporting methods for Operations related to One Call and Aerial Patrol activities

  • Provide virtual and field-based training related to the One Call and Aerial Patrol compliance programs, including ticket management best practices and state Damage Prevention regulation

  • Ensure excavation damage data collection is being completed in a timely and accurate manner, by monitoring the influx of ESH events against the creation of damage Impacts, as well as performing QAQC on significant events

  • Compile excavation damage data and work closely with GIS to perform analysis and create comprehensive reporting intended to impact Damage Prevention program and Operations decision-making

  • Complete regularly scheduled state damage reporting based on regulation requirements

  • Coordinate fixed wing right-of-way (ROW) patrols with pilots to ensure compliance with state and federal regulations and ensure completion of relevant work orders and accurate reporting

  • Coordinate special patrols for extreme weather events, unusual scenarios or other reasons, for Operations to ensure compliance obligations can still be met while all circumstances are considered

  • Provide training to pilots on expectations for fixed wing ROW patrol and ensure they are utilizing the designated program and resources provided to them to ensure consistency with procedures

  • Coordinate and carry-out regular assessment of patrol and ticket management system vendors

  • Develop and periodically review processes and policy documents related to compliance with federal and state internal Damage Prevention regulations. Regularly assess relevant procedures to assure compliance with same regulations

  • Prepare documentation for and, as needed, attend state and federal inspections related to One Call and Aerial Patrol regulations

  • Respond to situations that may occur outside of normal business hours

Education

  • H.S. Diploma

Work Experience

  • Experience, training and/or working knowledge of pipeline operations and Damage Prevention regulations preferred

  • Experience researching, identifying, evaluating and prioritizing problems or situations and coordinating appropriate actions or responses preferred

  • Experience interacting, advising and communicating effectively both verbally and in writing preferred

  • Experience developing information documents and making presentations to groups and individuals preferred

  • Experience in scheduling or dispatch preferred

Knowledge, Skills and Abilities

  • Ability to: be proficient in learning new software and technology

  • Ability to: utilize Microsoft Excel, ESRI GIS applications and mobile technology

  • Ability to: communicate and/or exchange written and verbal information or instructions; conduct oral presentations.

Expected Salary Range

$58,000.00 - $86,000.00
